No, there's no way here in Germany to deal with it by adding a clause in registration agreement. This will be an infringement of privacy for which you can easily get punished by law.
The only way it is allowed to read PM's is that the user explicitly grant you access to it. This don't work globally!
There is a very good LAW-Podcast here ein Germany for all that are interested:

So i think this will grow up to an serious problem in the near future.
Removing PM is not the way to go, because everyone loves PM :)

Hackers are one thing, but there is more:
Here in Germany a lot change the way privacy is handled.
An Administator I know was sued because he has read the PM's of users. Not really turned out well for him ...
So it would be a cool feature to deal with legal issues.
But I can understand your concerns about it. Technically impossible to implement ..

Perhaps it would be better to hide signatures by default?
There are so many forums that look horrible because of signatures with animated gifs, etc.
If someone want to see it, he can enable it in Profile-Settings.

In my case we're using an external CMS. Layout works over SSI. So the comments and replys to an article made in the cms will be recognized . Very cool!

Try to reply to an post but no letters are shown in Reply-Box. This only occurs with Chrome. IE works, but looks a bit odd (Screenshot).

I tested it on two different setups.
From time to time i'll get an session timeout error. The only way to get back in my forum again is to truncate my session table in db.
Don't know if this is only related to webservers other than apache. There are no entries in error-log.
This error only occurs when PrettyURLs are enabled. So my actual regex for wedge looks like this:
