Yes we do, but not particularly frequently... Heck, it's probably a cultural thing. Perhaps in Brittany they do, perhaps in the Alps... I don't know, I don't have any studies on this. It just doesn't happen a lot.

Hrm. I think it is largely a cultural thing, and because of the date it has more significance if it is the shortened form.
The Royal British Legion have really pushed out all the stops this year for advertising, because this year they're pushing for the 11th Hour of the 11th Day of the 11th Month of the 11th Year. 11-11-11-11, as it were.

No... it's the tick of the 11th full hour after the stroke of midnight, which would make it 11am.
It's principally the same argument as the whole 'there is no year 0' argument - except in reverse.
