It looks like sendmail ignores $send_html?! I dont know much about html, but shouldnt the mail app convert html entities back to utf-8 chars?!

Just a question...
does your php.ini charset is set to UTF-8 instead of ISO-8859-9?

I do not know. no character options php.ini setting (hostgator shared plan)

two software installed on the server  wedge  and smf  (both in separate database is used. comparison utf8_unicode_ci )

smf forum  no problem character in mail
